Progressive educational efforts include recognition that no person can be free of victim status in a culture that encourages and denies abuse. Therefore, effective personal safety programs will include a social change model for community-wide education and resource development. Social change objectives involve establishment of opportunities for community-based training and resources, modelling and encouragement of behavior, relationship, and community institutions where abuse is not the norm. The role of the Instructor is pivotal to initiate, build, and then to extend those communities.
